China's first "multi-layer structure + intelligent" international cargo terminal starts construction in Hangzhou

Yesterday, the Hangzhou Xiaoshan International Airport reconstruction and expansion project (international cargo terminal and apron) started laying the foundation. The project uses a large number of automated and information-based containerized cargo handling systems and bulk cargo handling systems, and is the first "multi-layer structure + intelligent" airport international cargo terminal in China.

The international cargo terminal project is mainly an intelligent cargo complex with a three-story landside + one-story airside structure. It is invested and constructed by Zhejiang Hangzhou Airport Economic Development Co., Ltd. jointly established by Zhejiang Airport Group and Hangzhou Airport Economic Zone Management Committee. It will be completed at the end of 2022 and put into operation in 2023.

This project is the first air cargo project settled in the expansion zone of Zhejiang Pilot Free Trade Zone. It can not only enjoy the free trade zone system dividends, but also empower the construction of Zhejiang Free Trade Zone, which can significantly improve the international air cargo capacity of Hangzhou area and promote temporary High-quality development of the empty economy. The start of the project is also a solid step taken by Hangzhou Xiaoshan International Airport to compete with Memphis Airport, the world's largest cargo airport, and to enhance its international cargo security capabilities.

Since the beginning of this year, Xiaoshan Airport's cargo has continued to rise against the trend, and its cargo growth rate in the first three quarters ranked first among the top ten airports in the country. In particular, the momentum of international cargo development is strong. Driven by the intensive "passenger conversion", temporary flights and new all-cargo flights, the cargo and mail throughput of 101,900 tons was completed from January to November, an increase of 20.49% compared with the caliber. The cargo volume of international all-cargo aircraft was 77,300 tons, a year-on-year increase of 81.81%. Especially during the double eleven global shopping carnival season, Xiaoshan Airport not only became the largest airport for domestic cargo, but also set the highest value of international cargo volume in a single day since the opening of air traffic on November 21, with an international cargo volume of 723 tons. At the same time, an international air cargo network that departs from Hangzhou and reaches the world has begun to take shape. This year, Xiaoshan Airport has added 7 international all-cargo routes from Hangzhou to Bangkok, Clark, Kuala Lumpur, Singapore, Madrid, Tokyo, and Los Angeles. At present, 15 international and regional all-cargo routes have been opened.

In order to alleviate the bottleneck of international cargo security, Xiaoshan Airport has continued to innovate models. In September last year, the first off-site cargo terminal was established at Yiwu Airport. After the establishment of the first urban cargo terminal in Hangzhou (Xiasha) Comprehensive Bonded Zone in January this year, on October 14, Xiaoshan Airport and Ningbo Airport officially became off-site cargo. In the future, Hangzhou and Ningbo airports will provide off-site cargo delivery and pickup services for local enterprises and cargo owners. On September 25, the International Express (Cross-border E-commerce) Center was officially put into operation. The warehouse area is about 7,500 square meters. The annual international express delivery capacity is 71,000 tons. It is equipped with 2 express channels and 4 cross-border e-commerce channels. And 2 customs inspection lines, plus the expanded area of the original cargo terminal B area, the airport cargo terminal's international cargo and mail processing capacity will reach 150,000-200,000 tons, basically meeting the completion and commissioning of the Xiaoshan Airport East International Cargo Station in 2023 Pre-transition requirements. But in the long run, the construction of the international cargo terminal at Xiaoshan Airport is already imminent.

After completion, the international cargo terminal will be mainly responsible for handling international general cargo, express, cross-border e-commerce, mail, and special cargo such as freezing, cold storage, preservation, valuables, and animals. Build a new supporting apron of 200,000 square meters, and build 8 Class E aircraft spaces. The project occupies an area of 438 acres, with a total investment of 2.4 billion yuan. The design target is to have an annual international freight throughput of 600,000 tons in 2035, and a recent throughput of 300,000 tons.

In the future, the Xiaoshan Airport International Cargo Terminal will take advantage of the policy advantages of the Hangzhou area of the Zhejiang Free Trade Zone to promote the innovation of customs supervision mode, and strive to achieve the innovative model of “zone-port integration” between the airport’s international cargo terminal and the bonded area, and the sea port, and form an airport international cargo terminal and The comprehensive protection zone is a benign pattern of mutual support, complementary advantages, and coordinated development, creating a model of Zhejiang for the development of "zone-port integration".
